QTParted is a good utility. You can always download a bootable Linux distro that has this program. ie. Knoppix.

BootIT Next Generation was listed under "not free"
however it is shareware and the shareware version can be installed and run from a floppy disk.

ALL the features for imaging and partition management WORK from this boot floppy EVEN in shareware mode ...

such as copying and moving of partitions/volumes
non-destructive resizing and conversion for FAT/FAT32/NTFS
and undelete of partitions/volumes - even MBR repair

Try spfdisk. It doubles up as partition manager and dual boot manager. It can partition the drive live (with data), but better make sure you have a backup, as always when partitioning.
